Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire:
The Committee will receive a verbal update from officers which will outline the progress made around the development of the Warwickshire MASH including any significant developments that have occurred since the last meeting of the Committee.

Warwickshire Safeguarding Children Board (WSCB) Annual Report 2015:
The Committee will consider the published WSCB Annual Report for 2015. The Chair of the WSCB is scheduled to attend the meeting to provide members with any additional information around the Annual Report should it be requested.

Child and Adolescent Mental Health Services (CAMHS) progress update:
Members will be receiving a report which was presented to the Adult Social Care and Health Overview and Scrutiny Committee in December 2015. The CAMHS report will serve to update the Children and Young People OSC around the progress being made in the CAMHS area of business.

Closing the Gap:
This report will update the Committee on the performance of the Council’s Closing the Gap strategy. The aim of the strategy is to close the attainment gap between disadvantaged pupils and their peers in Warwickshire.

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire

The Committee will be considering a written report which will outline the progress made around the development of the Warwickshire MASH. The report outlines the importance of effective partnership working around the safeguarding of adults and children in Warwickshire and also details how the development of the MASH is being managed.

One Organisational Plan Quarter 1 (Year 2) Progress Report

Members will receive a written report which will focus on how the following services and areas are performing in relation to the OOP:

• Strategic Commissioning
• Education & Learning
• Children’s Social Care & Safeguarding
• Early Help & Targeted Support

Members will be considering the contents of the report and will be asking questions in relation to its content and making recommendations as considered appropriate.

Update on Children’s Centres Performance Management

The Committee shall be receiving a presentation accompanied by a written report which will outline the performance of the Children’s Centres operated by Barnardo’s in Warwickshire. The report will also detail the performance of the St Michael’s and Stockingford Children’s Centres.

Progress of the Proposed Warwickshire Multi-Agency Safeguarding Hub (MASH)

Members will receive a verbal update on the progress of the proposed Warwickshire Multi-Agency Safeguarding Hub (MASH). The update will detail the progress which has been made in this area since the Committee last met on 7th April 2015.

Other items due to be considered at the meeting include Home to School Transport : Update on Review of Provision. This report will allow members of the Committee to consider the proposals to be considered by Cabinet following consultation for changes to the Home to School Transport Policy.

Children and Young People Overview and Scrutiny Committee special Select Committee 12th March 2015

On Thursday 12th March 2015, the Children and Young People Overview and Scrutiny Committee will be holding a special Select Committee meeting focusing on Child Sexual Exploitation.

The purpose of the meeting is to consider how the Warwickshire Safeguarding Children Board (WSCB) and other key partners have responded to the recommendations outlined in the Professor Jay Report (Independent Inquiry into Child Sexual Exploitation (CSE) in Rotherham (1997 – 2013).

The Select Committee shall also seek to assure itself that effective partnership working around CSE is taking place and that the children and young people of Warwickshire are being adequately protected from CSE.

Representatives from the WSCB, the Police, the Warwickshire Police and Crime Commissioner, the NHS and the County Council will be informing the Select Committee on how they work both independently and collectively on the Board to tackle the issue of CSE within Warwickshire.

The safeguarding of all children remains a top priority for the Council and partner agencies alike – this Select Committee shall serve to assure members what is currently being done, what can additionally be done and what proactive steps are being taken to protect children from CSE.

The meeting, open for members of the public to attend, will run from 10.00-14.00 and will be held in Committee Room 2, Shire Hall, Warwick.

The next meeting of the Children and Young People Overview and Scrutiny Committee will consider a variety of topics covering several areas of business.

Proposed Changes to Home to School Transport Policy
The Committee shall be receiving a report which will be detailing the consultation exercise proposals in relation to the proposed changes to the Council’s Home to School Transport Policy. The Council has a legal obligation to provide home to school transport (in certain circumstances) and the report will outline the indicative savings that could be made by withdrawing some areas of the service.
Achievement of Warwickshire Children and Young People in National Tests in 2014
This report will focus in detail on the GCSE results achieved by children in Warwickshire during the summer of 2014. In 2014 The Department for Education (DfE) changed the reporting arrangements for GCSEs following Professor Alison Wolf’s Review of Vocational Education report. The Committee will be looking at how schools from across the county performed when compared to their statistical neighbours and with other schools nationally.
Other items due to be considered at the meeting include Performance of the Independent Reviewing Service which will outline how specialised Reviewing Officers undertake their duties in protecting the Counties’ children and keeping them safe from harm.

The next meeting of the Children and Young People Overview and Scrutiny Committee promises to be a busy and interesting affair, focusing on several important topics.

Achievement of Warwickshire Children and Young People in National Tests in 2014

The Committee shall be receiving a report on the performance of children and young people in Warwickshire schools in national tests in 2014. The report contains data which outlines the proficiency of Warwickshire’s young people in reading, writing and mathematics.

Children’s Social Care Complaints

Members of the Committee will be considering the extent and nature of complaints regarding Children’s Social Care, with further detail being provided on those complaints that are regarded as ‘high risk’ and that are not resolved at the first stage. The report will also look at an update on the action taken to support young people to raise concerns, and recent corporate performance oversight.

Area Behaviour Partnerships

At the meeting, the Committee will also consider an annual report on the progress of Area Behaviour Partnerships focusing on the performance, how any issues with underperformance have been addressed and what the impact of performance has been on young people.

Other items due to be considered at the meeting include a report on School Improvement and Performance and the Warwickshire All Age Autism Strategy (2014-17).

Scrutiny Annual Report – 2011/12

You don’t need a magnifying glass to carry out effective scrutiny, but it helps.

We’ve just published our “Scrutiny Annual Report” for 2011-12, which will be discussed at our next full Council meeting on 15th May (more about this next week). Thought you would like a read, and also to find out more about Scrutiny at Warwickshire.

The report brings together all the pieces of scrutiny we’ve done over the past year, including in-depth reviews of Council and local health services, the performance of individual departments and the wider transformation of services. Hopefully, it gives an overall picture of the puzzle.

Sorry, what’s scrutiny again…?

Rather than me re-inventing the wheel, social media bloggers podnosh explain scrutiny nicely. The Centre for Public Scrutiny also do a good job (well, they would).

But in summary, scrutiny is one of the building blocks of local democracy. It holds local leaders to account for the decisions they make, challenges performance and makes suggestions for improvement.
