Communities Overview and Scrutiny Committee

The next meeting of the Communities Overview and Scrutiny Committee will be held at 2pm on Wednesday 13th January 2016.

The Agenda for the next meeting will include the following items:

  • Update on Civil Parking Enforcement Contract

This will provide an update to the Committee after 12 months operation of the five year contract to deliver on-street enforcement and back office support with NSL Ltd.

  • Trading Standards

A presentation will be made to complement a report on the approach taken by the Trading Standards Service to deliver its statutory duties, to protect Warwickshire consumers and communities and to ensure Warwickshire has a fair and safe trading environment.

Children and Young People Overview and Scrutiny Committee 12th January 2016

The next meeting of the Children and Young People Overview and Scrutiny Committee will retain its focus on a shorter agenda, looking in greater detail at the following topics:

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire:
The Committee will receive a verbal update from officers which will outline the progress made around the development of the Warwickshire MASH including any significant developments that have occurred since the last meeting of the Committee.

Warwickshire Safeguarding Children Board (WSCB) Annual Report 2015:
The Committee will consider the published WSCB Annual Report for 2015. The Chair of the WSCB is scheduled to attend the meeting to provide members with any additional information around the Annual Report should it be requested.

Child and Adolescent Mental Health Services (CAMHS) progress update:
Members will be receiving a report which was presented to the Adult Social Care and Health Overview and Scrutiny Committee in December 2015. The CAMHS report will serve to update the Children and Young People OSC around the progress being made in the CAMHS area of business.

Closing the Gap:
This report will update the Committee on the performance of the Council’s Closing the Gap strategy. The aim of the strategy is to close the attainment gap between disadvantaged pupils and their peers in Warwickshire.

The next meeting of the Children and Young People Overview and Scrutiny Committee will focus on a shorter agenda, looking in greater detail at the following topics:

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire

The Committee will be considering a written report which will outline the progress made around the development of the Warwickshire MASH. The report outlines the importance of effective partnership working around the safeguarding of adults and children in Warwickshire and also details how the development of the MASH is being managed.

One Organisational Plan Quarter 1 (Year 2) Progress Report

Members will receive a written report which will focus on how the following services and areas are performing in relation to the OOP:

• Strategic Commissioning
• Education & Learning
• Children’s Social Care & Safeguarding
• Early Help & Targeted Support

Members will be considering the contents of the report and will be asking questions in relation to its content and making recommendations as considered appropriate.

Communities Overview and Scrutiny Committee – 15th September 2015

The Communities Overview and Scrutiny Committee has a full and varied agenda for its next meeting, which will be held at Shire Hall in Warwick at 2pm on 15th September.

The Council passed a motion, asking members to look at air quality and the initial report on this will be submitted. There is an annual update on part-night street lighting, including the savings achieved and progress with the installation of LED lights. An update on the local flood risk strategy is also provided to this meeting, as this strategy has just entered its second round of public consultation. A review of the Household Waste Recycling Centres is taking place and members will have the opportunity to consider feedback from the County Waste Partnership in adding their thoughts on the future proposals.

The Energy Plan Task and Finish Group has just completed its work and the review report will be presented for the Committee’s approval and referral to Cabinet. This review has looked both at fuel poverty and energy generation aspects, with wide engagement of local authorities, specialist companies and the third sector.

Add to this the regular updates on the Coventry and Warwickshire Local Enterprise Partnership,  questions to the Portfolio Holders and monitoring the first quarter One Organisational Plan, and this promises to be a busy meeting. Communities Overview and Scrutiny Committee – 14th July 2015

The County Council has four overview and scrutiny committees (OSC) which review and scrutinise the provision of public services in Warwickshire. Three of the four committees will meet during next week. The first of these is the Communities OSC, which will meet at Shire Hall in Warwick at 2pm on 14th July. This Committee has a broad remit covering Fire & Rescue, Community Safety, Trading Standards, Transport and Highways, Economic Development and Environment, Adult Learning, Libraries, Heritage, and Tourism.

The Committee will discuss proposed review topics for the year ahead, both for items at the Committee and focussed review work through ‘task and finish’ groups. The agenda includes an update on Safer Routes to Schools. Last year, a task and finish group made recommendations, which were approved by the Cabinet on criteria for funding safety schemes both on the routes to schools and in the immediate vicinity of the schools. This report will also show the impact of speed activated safety signage on motorists, with the outcome of trials at Burton Green. 

The Committee will review the One Organisational Plan End of Year Performance Report and receive its regular update on the work of the Coventry and Warwickshire Local Enterprise Partnership. Further details for the meeting can be obtained by clicking this Link.

Children and Young People Overview and Scrutiny Committee 7th July 2015

The next meeting of the Children and Young People Overview and Scrutiny Committee will be considering a number of topics including:

16-19 year old NEETs (Not in Education Employment or Training)

The Committee will be considering a written report which will outline the number of young people aged 16-19 who are recorded as not currently in education, employment or training. Members will be provided with information relating to how Warwickshire County Council is currently performing in this area of business on a national and a regional basis and the Council’s proposed future ways of working to further improve performance in this area.

Childcare Sufficiency Assessment 2014/15

Members will receive a written report which will outline how the Council meets its legal obligation to provide secure sufficient early years and childcare provision, and the associated financial commitments associated with this.

Other items due to be considered at the meeting include a CAMHS (Child and Adolescent Mental Health Services) update on current and future services and the relationship with children’s services. This report will allow members of the Committee to consider the current service delivery model for comprehensive CAMHS, and how children’s services engage with the existing system. This report also outlines the expected outcomes required of the redesigned CAMHS system, and the role of children’s services in making this model work.

Update on Children’s Centres Performance Management

The Committee shall be receiving a presentation accompanied by a written report which will outline the performance of the Children’s Centres operated by Barnardo’s in Warwickshire. The report will also detail the performance of the St Michael’s and Stockingford Children’s Centres.

Progress of the Proposed Warwickshire Multi-Agency Safeguarding Hub (MASH)

Members will receive a verbal update on the progress of the proposed Warwickshire Multi-Agency Safeguarding Hub (MASH). The update will detail the progress which has been made in this area since the Committee last met on 7th April 2015.

Other items due to be considered at the meeting include Home to School Transport : Update on Review of Provision. This report will allow members of the Committee to consider the proposals to be considered by Cabinet following consultation for changes to the Home to School Transport Policy.
