Children and Young People Overview and Scrutiny Committee 27th June 2017

The Children and Young People Overview and Scrutiny Committee will convene at 10.00 on 27th June 2017 in Committee Room 2, Shire Hall, Warwick for its first meeting of the 2017-18 municipal year.

This meeting will be the first one held since the elections to Warwickshire County Council took place on 4th May 2017. The membership of the Committee has changed greatly and for some members, this will be their first experience of being part of such a meeting.

At this important first meeting, the Committee will be considering a report which details the ongoing transformation of the Council’s Children and Families Business Unit and how members will be directly involved in this area of business in the future.

Members will also take some time to consider the work which has been previously undertaken by the Committee, with further discussions at the meeting determining areas/topics for inclusion at future meetings.

The next meeting of the Children and Young People Overview and Scrutiny Committee will be considering a varied agenda covering a variety of topics. Items being considered at the meeting on the 15th November 2016 include:

Multi-Agency Safeguarding Hub (MASH) Update:

At this meeting, the Committee will be informed on the progress which has been made in relation to the implementation of the Warwickshire MASH. Members will be keen to discover what the next steps in the development the MASH are and how the facility will improve timescales and ensure robust communication across all referrers and other agencies regarding the outcome of referrals.

Priority Families Programme – Update:

The Committee will consider the above report which will provide members with important information around the potential issues of extending the Priority Families Programme from March 2018 to March 2020 and the efforts to integrate the Programme within the overall context of the Journey of the Child and the business of the Children and Families Unit.

Revised School Improvement Strategy:

This report will serve to update members on Warwickshire’s Revised School Improvement Strategy which takes account of recent and pending Government legislation in relation to the statutory responsibilities of the local authority in relation to ensuring high quality educational provision and the expectation for all schools to become academies by 2020.

The Committee will also be considering the One Organisational Plan Quarter 2 Progress Report: April-September 2016 which will provide members with  specific information which falls under the remit of the Children and Young People Overview and Scrutiny Committee and draws on financial and performance information extracted from the Cabinet report.

The next meeting of the Children and Young People Overview and Scrutiny Committee will be considering a varied agenda covering a variety of topics. Items being considered at the meeting on the 20th September 2016 include:

CAMHS Redesign Update:

At this meeting, the Committee will be informed on the progress which has been made to redesign and procure a new children and young people’s mental health service. The report covers the available options and the associated procurement process. Members will also consider the timescales associated with the implementation of the redesigned service.

Child Poverty Strategy:

The Committee will consider the above report which will update them on the work taking place around the Council’s Child Poverty Strategy. The report will provide members with additional information and details on the development of a Child Poverty Action Plan for Warwickshire.

SEND Local Offer:

This report will serve to update members on the progress which has been made in relation to the implementation of the SEND reforms in Warwickshire and the development  of the SEND Local Offer of services. Members will be keen to receive further information on the challenges facing Warwickshire County Council in transforming the SEND system within the county.

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire:

The children’s MASH became operational in May 2016. At this meeting the Committee will be updated in relation to how the MASH is currently being operated and any issues which have subsequently been identified. Members will also discuss how MASH updates around progress and performance will be delivered to the Committee at future meetings

Report of the Chair of the 0-5 Strategy Group on the Smart Start Programme:

The Committee will consider the above report which will update them on the work of the 0-5 Strategy Group to date, including Smart Start Project bids and future funding plans. The paper will provide members with an opportunity to consider and comment on the Smart Start Strategy and to contribute views on the 0-5 integrated model proposal.

Underperforming Academies in Warwickshire:

This report will serve to update members on the current performance of academies in Warwickshire and the process by which the Council fulfils its statutory duties. The responsibility for the quality of education and the standards attained in academies rests with the relevant academy trust and is overseen by the Regional Schools Commissioner.

The Committee will receive a verbal update from officers which will outline the progress made around the development of the Warwickshire MASH including any significant developments that have occurred since the last meeting of the Committee.

Specialist Nursery Provision:

The Head of Education and Learning will be attending the meeting to provide a verbal update to members on Specialist Nursery Provision in Warwickshire.

The Journey of the Child : Thresholds for Services:

Members will be receiving a report which will update them on the current criteria for how a child and their family accesses help and support according to their level of need.

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire:
The Committee will receive a verbal update from officers which will outline the progress made around the development of the Warwickshire MASH including any significant developments that have occurred since the last meeting of the Committee.

Warwickshire Safeguarding Children Board (WSCB) Annual Report 2015:
The Committee will consider the published WSCB Annual Report for 2015. The Chair of the WSCB is scheduled to attend the meeting to provide members with any additional information around the Annual Report should it be requested.

Child and Adolescent Mental Health Services (CAMHS) progress update:
Members will be receiving a report which was presented to the Adult Social Care and Health Overview and Scrutiny Committee in December 2015. The CAMHS report will serve to update the Children and Young People OSC around the progress being made in the CAMHS area of business.

Closing the Gap:
This report will update the Committee on the performance of the Council’s Closing the Gap strategy. The aim of the strategy is to close the attainment gap between disadvantaged pupils and their peers in Warwickshire.

Update on the Development of the Multi-Agency Safeguarding Hub (MASH) in Warwickshire

The Committee will be considering a written report which will outline the progress made around the development of the Warwickshire MASH. The report outlines the importance of effective partnership working around the safeguarding of adults and children in Warwickshire and also details how the development of the MASH is being managed.

One Organisational Plan Quarter 1 (Year 2) Progress Report

Members will receive a written report which will focus on how the following services and areas are performing in relation to the OOP:

• Strategic Commissioning
• Education & Learning
• Children’s Social Care & Safeguarding
• Early Help & Targeted Support

Members will be considering the contents of the report and will be asking questions in relation to its content and making recommendations as considered appropriate.
