Adult Social Care and Health

Delayed Transfers of Care have been the subject of much national attention over recent months.

Warwickshire County Council has a Committee which looks in depth at health and social care matters. On 24th January, the Committee will focus specifically on delayed transfers from health to social care, receiving a report and presentation to update on the collaborative system wide approach to support people who are well to return to their original destination be that in their own home or a care home.

Adult Social Care and Health OSC – 23 November

The next scrutiny session for health and social care matters in Warwickshire will be held at Shire Hall in Warwick from 10am on 23 November.

The Committee will hear from South Warwickshire Foundation Trust’s Chief Executive, Glen Burley about their recent inspection by the Care Quality Commission. There are two key social care updates about the delivery of domiciliary care and housing related support.

Further areas to be covered in this meeting are an update from the Health and Wellbeing Board on the planned refresh of its Health and Wellbeing Strategy and the quarterly performance monitoring report. You can see a copy of the meeting documents here

Adult Social Care and Health OSC – 14 September

Warwickshire’s scrutiny committee for health and adult social care matters will be meeting on 14 September. This Committee comprises elected members from the County, District and Borough Councils, working closely with Healthwatch Warwickshire and others to scrutinise a broad range of health and social care services. This time, the Committee will be considering the following items:

  • Healthwatch Warwickshire will update on their Personal Independence and Resilience work.
  • The Committee will consider the 2015/16 out turn and 2016/17 Quarter 1 performance reports of the Council’s ‘One Organisational Plan’.
  • South Warwickshire Clinical Commissioning Group have provided a briefing and the Committee will ask questions on the future of GP Services at Studley Health Centre.
  • The Committee have requested an update on the achievement of milestones set out in the system redesign of Child and Adolescent Mental Health Services.
  • Simon Gilby, Chief Executive of the Coventry and Warwickshire Partnership Trust, will give an update, following the recent inspection of this Trust by the Care Quality Commission.

Focus on Health

Two health-related meetings are taking place on 11 May, both at Shire Hall in Warwick.

The Overview and Scrutiny Committee for Adult Social Care and Health services will meet at 10am. This time the members will receive presentations from the Care Quality Commission on how inspections are conducted, both at care homes and at hospitals specialising in mental health services. In addition, the Committee will review the Annual Report of Healthwatch Warwickshire.


In the afternoon from 1.30pm, the multi-agency Health and Wellbeing Board meets. This body brings together providers and commissioners of health services, local authorities and a range of other organisations, to focus on strategic health issues. The Board’s Agenda tomorrow includes:

  • Feedback on an Integration Summit and Concordat
  • An update on the Sustainability Transformation Plans
  • The Better Care Fund 2016/17 Submission
  • End of Life Care Report
  • Heathwatch Priorities 2016/17

Health and Wellbeing Board


Adult Social Care and Health OSC – 6 April

An additional meeting of this Overview and Scrutiny Committee has been called for 6 April 2016. This meeting will receive the Annual update from the Health and Wellbeing Board (HWBB) and an update on Coventry and Warwickshire’s joint plan in response to Winterbourne View and the Transforming Care Fast Track Status, designed to support the local reshaping of services away from institutional models of care to strengthened support within the community.

Councillor Izzi Seccombe, Chair of the Health and Wellbeing Board will provide the update on the HWBB, with Jacqueline Barnes from Coventry & Rugby CCG reporting  on the Transforming Care Fast Track Programme.

Adult Social Care and Health OSC – 2 March 2016

Documents for the next Adult Social Care and Health Overview and Scrutiny Committee have been published today. The Committee will meet at Shire Hall on 2 March at 10am.

Its agenda includes consideration of  the third quarter progress report on the One Organisational Plan performance. An update on the recommendations from the Winter Pressures Select Committee, held in October 2015 will also be provided.

The Committee will review its work programme and confirm arrangements for an additional meeting on 6 April.
